Sherrill said she had given Caldwell until Friday to resign and accepted his resignation that afternoon. A 61-page report released Thursday night found that Caldwell made female staff members uncomfortable and substantiated a sexual harassment complaint against him. Investigators also concluded that he improperly accepted free event tickets for guests and sought a promotion for a state employee he was dating. The report did not accuse him of criminal conduct.
Caldwell denied the allegations, but investigators found his account not credible. His attorney, Thomas Calcagni, said Caldwell resigned to end what he described as a campaign to discredit him and that the former lieutenant governor continued to challenge the investigation’s findings. Calcagni said he was exploring legal options.
Sherrill said the resignation reflected her effort to change the culture in state government and ensure employees feel safe at work. Democratic and Republican lawmakers had called for Caldwell to resign before the announcement.
Sherrill appointed Shirley Emehelu, the acting state comptroller, to oversee November’s elections as acting secretary of state, a responsibility previously held by Caldwell.
