A U.S. citizen was injured Sunday in Evanston, Illinois, after federal immigration agents mistook him for a fugitive they were seeking, according to local police and the Department of Homeland Security.
Evanston police said agents encountered the man shortly before 10 a.m. while searching for someone with a Chicago address and an arrest warrant. A federal agent told responding officers that the man refused to provide identification, prompting agents to try to handcuff him. They released him after determining that he was a U.S. citizen and not their target.
The man was taken by ambulance to a hospital and reported injuries to his head, neck and teeth. Evanston Mayor Daniel Biss described the injuries as minor. Police photographed them and are investigating the encounter.
Witness Ryan Garton told The Associated Press that he saw agents pinning the man to the ground and that the man’s face was swollen and scraped. Another witness, Michael Lipson, said agents wrestled the man down as he repeatedly said he was a citizen.
DHS said ICE officers encountered someone who resembled the target of a “targeted enforcement operation.” The department said the man did not cooperate with lawful commands or initially identify himself, and that agents offered assistance after establishing his identity. One agent told police he injured his hand while attempting to handcuff the man and that the agents left because they feared a gathering crowd might attack them.
