Review Finds Security Failures Before Charlie Kirk’s Killing at Utah Valley University

An independent review released Friday found that Utah Valley University failed to conduct a formal security assessment or prepare a written event plan before Charlie Kirk was fatally shot during a Sept. 10, 2025, appearance on its Orem campus.

The 158-page report said Turning Point USA insisted that its leader speak in an outdoor courtyard despite concerns from university officials and the campus police chief. Staff had recommended moving the event to a more secure location weeks before the shooting, but the organization preferred a site Kirk had previously used.

According to the review, the outdoor venue, surrounded by tall buildings, created significant security challenges. Planning did not include a documented line-of-sight assessment, a briefing or walkthrough involving all security personnel, or clear coordination among university police, Kirk’s private security team and outside law enforcement. A planned meeting between the university police chief and Turning Point USA’s security supervisor did not occur.

The report also found that university personnel improperly deferred decisions about the venue, ticketing and access control to Turning Point USA. The organization did not provide a requested attendance estimate, limiting the university’s ability to track the expected crowd.

The review concluded that no university employee or agent acted in bad faith or with willful disregard for safety. Brett Parkinson, an attorney for Kirk’s family, said responsibility for the safety of Kirk and other attendees rested with university leadership and law enforcement.
