Russian forces suffered an estimated 46,230 personnel losses in September, the highest monthly total reported by Ukraine so far in 2026, Ukraine’s General Staff said Oct. 1.
The estimate was nearly 46% higher than the 31,710 losses Ukraine reported for January and exceeded the previous 2026 highs of 42,860 in July and 42,020 in August. The General Staff attributed the increase to more effective Ukrainian strikes and said inflicting heavy losses remains a strategic objective.
Ukraine’s figures cannot be independently verified, and Russia does not publish comprehensive casualty data. President Volodymyr Zelensky said in July that Russia had lost more than 1.5 million troops killed or wounded since launching its full-scale invasion.
The Kyiv Independent reported that Russia is continuing to rely on contract recruitment and financial incentives while avoiding a new public mobilization. Janis Kluge of the German Institute for International and Security Affairs, citing regional budget data, said Russia signed 234,000 new military contracts during the first eight months of 2026, down from 260,000 in the same period of 2025.
Ukraine’s military intelligence has said Russia is prepared to mobilize about 300,000 people in 2026 and another 300,000 in 2027 if needed.
