China has opened an anti-dumping investigation into imports of p-nitrotoluene from the European Union, days before EU Trade Commissioner Maroš Šefčovič is due to visit Beijing for trade talks.
China’s commerce ministry said Saturday that domestic producers had requested the investigation, alleging that low-priced European imports were harming their production and operations. The inquiry will examine whether the chemical was sold in China below fair value and whether those imports injured Chinese manufacturers.
P-nitrotoluene is used in the production of dyes, pharmaceuticals and pesticides. The investigation is expected to conclude within 12 months, although authorities may extend it by six months.
The action follows an EU investigation opened in September into imports of polyvinyl chloride from several countries, including China. Beijing has denied that state support is responsible for the competitiveness of Chinese manufacturers and has warned it could respond to new EU restrictions on Chinese companies or products.
Šefčovič is scheduled to meet Chinese Commerce Minister Wang Wentao in Beijing on Oct. 8 and 9 and co-chair a meeting of the EU-China Trade and Investment Council. The talks are expected to address broader commercial disputes, including the EU’s growing use of trade-defence investigations and European concerns about its trade deficit with China.
Under World Trade Organization rules, an importing country may impose anti-dumping duties if an investigation determines that goods were exported below their domestic price or production cost and harmed local producers.
