German Chancellor Friedrich Merz announced more than €1.3 billion in military and energy assistance during a visit to Kyiv on Sunday, reaffirming Germany’s support as Russia continued attacks on the Ukrainian capital.
The package includes about €1 billion in military aid for capabilities including air defense, long-range weapons, combat drones and satellite communications, along with €350 million to repair energy infrastructure and strengthen power supplies ahead of winter. Merz traveled with Economy Minister Katherina Reiche and executives from German defense and energy companies.
Germany and Ukraine also advanced plans to jointly produce weapons, including interceptor drones designed to counter fast, jet-powered Russian attack drones and systems with ranges exceeding 1,000 kilometers. President Volodymyr Zelensky said the visit produced 15 agreements and other documents valued at more than €8.5 billion, mostly covering security cooperation, procurement and joint production projects.
Air raid sirens sounded in Kyiv during the visit, and Mayor Vitali Klitschko said a Russian drone had damaged a bridge and nearby infrastructure. At a building damaged in an earlier strike, Merz urged Russian President Vladimir Putin to halt attacks on civilians and end the war.
“If Russia is not stopped, sooner or later its war machine will turn against us,” Merz said after arriving by train. He also warned that Europe should prepare for further severe hybrid attacks from Russia.
