The FBI arrested a California woman at Los Angeles International Airport on Sunday as she prepared to fly to China, accusing her of surveilling Taiwanese President Lai Ching-te’s son and his family on behalf of Chinese officials.
Wanying Zhang, also known as Heather, was charged with acting as an unregistered foreign agent. The 34-year-old Irvine resident was due to make an initial appearance Monday in federal court in Los Angeles. It was not immediately clear whether she had a defense attorney.
U.S. authorities allege Zhang traveled to Seattle in 2025 at the direction of Chinese officials and collected photos, videos and license-plate information involving Lai’s son and his family. First Assistant U.S. Attorney Bill Essayli said she coordinated the trip with an associate, used tradecraft to avoid detection and did not notify the U.S. government that she was acting for a foreign government.
The FBI did not initially name the alleged target but later shared a report identifying him as Lai Ting-yu, a U.S. resident.
Taiwan’s presidential office confirmed that members of Lai’s family had been targeted, condemned the alleged surveillance as “transnational repression” and thanked U.S. authorities for protecting Taiwanese citizens. Chinese officials did not immediately comment.
