Ukraine will increase attacks on Russian oil refineries in response to what President Volodymyr Zelenskyy described as a broader Russian campaign against Ukrainian civilian infrastructure, he said in interviews reported by Reuters and other outlets.
Zelenskyy said Ukrainian intelligence had obtained documents and intercepted communications indicating that Russian President Vladimir Putin authorized attacks on a wider range of targets, including energy and communications infrastructure, roads, schools and hospitals. He said the campaign was intended to pressure residents to leave Kyiv and other cities. Russia has repeatedly denied deliberately targeting civilians.
Ukraine’s response will focus on facilities that support Russia’s war effort, particularly oil refineries, Zelenskyy said. He ruled out indiscriminate retaliation against civilian sites, saying Ukraine would target Russian energy assets that generate revenue for the war.
The comments followed an intensified Russian aerial campaign in September and an Oct. 1 drone strike on a Kyiv school. Children were in a shelter when the strike hit the building and caused a fire; no casualties were initially reported. Ukraine has meanwhile expanded long-range attacks on Russian refineries, ports and storage facilities.
Separately, Zelenskyy said Ukraine was ready for US-backed trilateral talks with Russia by the end of October, potentially in the United Arab Emirates or another venue proposed by Washington. The Kremlin has said it does not rule out such talks.
