The separatist Parti Québécois won Quebec’s provincial election on Monday, returning to power after more than a decade in opposition but falling short of a majority in the National Assembly.
Provisional results reported by several outlets gave the PQ 59 of 127 seats, five fewer than the 64 required for a majority. The party secured about 28% of the vote, benefiting from a split among federalist parties. Its leader, Paul St-Pierre Plamondon, is set to become premier and said voters had instructed his party to work with its rivals.
St-Pierre Plamondon has promised another referendum on independence from Canada, although he said it would not be held while U.S. President Donald Trump remains in office. He argued that the question requires a calm, informed debate that should not be disrupted by Trump’s actions. Because the PQ will form a minority government, it would need opposition support to pass legislation and authorize a referendum.
Recent surveys put support for Quebec independence at about 30%. Previous referendums failed in 1980 and 1995, with 50.58% voting to remain in Canada in the latter contest.
Prime Minister Mark Carney congratulated St-Pierre Plamondon, saying that building a stronger Quebec was central to building a stronger Canada. The PQ leader said he would defend Quebec’s interests while cooperating with Ottawa when doing so benefited the province.
