Parti Québécois wins Quebec election but falls short of majority

The separatist Parti Québécois won Quebec’s provincial election Monday, returning to power after 14 years but finishing five seats short of a majority.

Led by Paul St-Pierre Plamondon, the PQ added 56 seats and more than doubled its share of the vote from the 2022 election. It received about 28% of ballots, according to The Guardian, which cited polling analyst Philippe Fournier as saying that was the lowest popular-vote share for a government in Canadian electoral history.

The minority result complicates the party’s pledge to hold an independence referendum after U.S. President Donald Trump leaves office in 2028. It could also hinder proposals to abolish the monarchy’s role in Quebec, extend the province’s language laws to colleges and reduce immigration.

In his victory speech, St-Pierre Plamondon promised to be a “good-faith collaborator” with the rest of Canada and addressed supporters partly in English. On Tuesday, however, he said he would prevent the lieutenant governor, the British Crown’s representative in Quebec, from swearing in his government.

The governing Coalition Avenir Québec, in power since 2018, failed to win a seat and drew roughly one-third of its 2022 vote share. CAQ leader Christine Fréchette said the defeat was hers and announced she would step down as party leader.
