US, Ukrainian and European officials met in Miami on Friday to discuss proposals aimed at ending Russia’s war in Ukraine.
US envoy Steve Witkoff described the talks as constructive and productive, saying they included representatives from Ukraine, NATO, the European Commission and the E3 group of Britain, France and Germany. Jared Kushner was also involved in US efforts to present new ideas for a possible settlement.
According to Witkoff, the discussions covered ways to de-escalate the conflict ahead of winter, energy resilience, grain exports and security guarantees. Participants also addressed longer-term security arrangements intended to prevent another conflict, as well as Ukraine’s postwar reconstruction, economic recovery and potential accession to the European Union.
The talks followed recent visits by Witkoff and Kushner to Moscow and Kyiv. Ukrainian President Volodymyr Zelenskyy had said Ukrainian negotiators would travel to the United States for discussions on October 9 and 10, accompanied by European partners.
Separately, Ukrainska Pravda, citing The Kyiv Independent, reported that Russian representatives have privately linked a possible halt to mutual attacks on energy infrastructure to US sanctions relief and a Black Sea ceasefire. Kremlin spokesperson Dmitry Peskov publicly said on October 8 that Moscow saw no point in negotiating a sector-specific ceasefire. It remains unclear which sanctions Russia may be seeking to have lifted.
