Anthropic has updated its usage policy to prohibit “sustained and needless abusive or cruel behavior” toward Claude and its other AI models. The new rules, announced Thursday, will take effect Nov. 12.
The company said the restriction is intended for extreme cases in which users repeatedly behave cruelly toward its models without a discernible purpose. It does not cover ordinary frustration or pushback, dark creative themes, or legitimate model testing and research. Claude’s ability to end such interactions will remain Anthropic’s primary enforcement mechanism, although its broader policy also permits warnings, access restrictions, suspensions and account termination.
The measure extends a feature Anthropic introduced in 2025 that allows Claude to end conversations in rare cases of persistently harmful or abusive interactions. Anthropic described that earlier work as partly exploratory research into potential AI welfare, while also linking it to model alignment and safeguards. The company has not said that Claude is conscious.
The revised policy also consolidates restrictions on deceptive campaigns, including fake-account networks and fabricated news sites. It clarifies rules involving election interference, weapons development, surveillance, high-risk health and financial uses, and AI systems that autonomously control physical equipment. Anthropic also removed a blanket prohibition on personalized voter and campaign targeting while retaining bans on deception, voter suppression and impersonation.
