US sanctions International Criminal Court in escalation over American and Israeli cases

The United States sanctioned the International Criminal Court as an institution on Friday, expanding earlier measures that targeted individual prosecutors and judges. Secretary of State Marco Rubio said Washington would prohibit transactions with the Hague-based tribunal to restrict its resources and ability to operate.
Rubio described the ICC as a “rogue court” and said President Donald Trump would not permit it to prosecute Americans. Trump, however, said the latest action was intended to defend Israeli Prime Minister Benjamin Netanyahu and others, rather than himself. The court has issued arrest warrants for Netanyahu and other Israeli officials and previously investigated alleged crimes by US personnel in Afghanistan.
The sanctions are expected to restrict the ICC’s access to the US financial system and could affect services supplied by American companies. The Treasury Department issued general licences permitting certain transactions involving telecommunications, software, pensions and detainees, while most prohibited transactions will become unlawful after a transition period.
The ICC rejected the measures as an effort to obstruct justice and said its investigations and prosecutions would continue. ICC President Tomoko Akane urged the court’s 125 member states to defend it, while the European Union called the sanctions “deeply regrettable” and said it was prepared to take steps to support the tribunal.
The United States, Israel, Russia, China and India are not ICC members.
