U.S. authorities arrested a California woman accused of surveilling relatives of Taiwanese President Lai Ching-te on behalf of the Chinese government.
FBI agents detained Wanying Zhang, also known as Heather, at Los Angeles International Airport on Sunday as she prepared to leave for China. Zhang, 34, of Irvine, was charged with acting as an agent of a foreign government without registering with U.S. authorities.
Federal officials allege that Zhang traveled to Seattle in 2025 at the direction of Chinese officials and gathered photos, videos and vehicle license-plate information. The FBI said the surveillance targeted Lai’s son and his family, including their home and vehicles, and that Zhang sent the information to handlers in China. Prosecutors also alleged that she coordinated the trip with an associate and used methods intended to avoid detection.
Taiwan’s presidential office confirmed that members of Lai’s family had been targeted but did not specify which relatives. Spokesperson Karen Kuo described the alleged operation as “a classic case of transnational repression” and thanked U.S. authorities for protecting Taiwanese citizens.
The Chinese Embassy in Washington did not immediately respond to requests for comment. Zhang was scheduled to make an initial appearance in federal court in Los Angeles on Monday; reporting did not identify an attorney representing her.
