War, debt and energy shock dominate IMF-World Bank meetings in Bangkok

Finance ministers, central bankers and other officials are gathering in Bangkok for the International Monetary Fund and World Bank annual meetings, scheduled for Oct. 12-18, with war-related energy disruption, high debt and rising borrowing costs at the center of discussions.

IMF Managing Director Kristalina Georgieva told Reuters that 18,000 people had registered. The IMF has indicated little change to its forecast of 3% global growth in 2026, though some countries could face downgrades as the Middle East conflict pushes up energy and fertilizer prices. World Bank President Ajay Banga said the bank was not lowering its global forecast for now but was monitoring the combined pressures from energy costs, fertilizer prices, debt and a possible El Niño weather event.

U.S. Treasury Secretary Scott Bessent will not attend because of unspecified domestic engagements. Deputy Treasury Secretary Francis Brooke and Under Secretary for International Affairs Erin Browne will lead the Treasury delegation, which said it would pursue greater sovereign-debt transparency, address structural economic imbalances and press the IMF and World Bank to focus on their core mandates. Federal Reserve Chair Kevin Warsh is expected to attend.

Pakistan’s Finance Minister Muhammad Aurangzeb is leading his country’s delegation and plans more than 60 meetings focused on reforms, investment and development cooperation. Bank of Korea Governor Shin Hyun-song will attend both the IMF-World Bank gathering and the related Group of 20 meeting, with separate talks planned with officials from major central banks.
