President Donald Trump said Russia agreed to supply more than 300,000 metric tonnes of diesel immediately to US and global markets following a Friday call with Russian President Vladimir Putin.
Trump said Russia would provide another 500,000 tonnes in November and 1 million tonnes soon afterward. He also said a further 3 million tonnes could be delivered “within a short period of time,” depending on the condition of Russian refineries, some of which have been damaged by Ukrainian attacks.
The Kremlin said Russia had reaffirmed its readiness to supply oil and petroleum products to American and global markets. Putin envoy Kirill Dmitriev said US-Russian cooperation on diesel and energy would benefit global markets.
The US Treasury Department issued a temporary general licence permitting Russian diesel sales and imports, easing sanctions imposed on Moscow over its war in Ukraine. The announcement came as US diesel prices remained near record highs after rising sharply during the Iran war. Trump said the additional supply would reduce costs for consumers, particularly farmers, ranchers and truckers.
The decision drew criticism from both Democratic and Republican lawmakers, who argued that expanded Russian energy sales could generate revenue for Moscow’s war effort and undermine sanctions approved by Congress. Ukrainian President Volodymyr Zelenskyy also condemned the move, calling it a weak decision and saying increased petroleum revenue would enable further Russian attacks.
It was not immediately clear how quickly Russia could supply all the volumes Trump announced.
