President Donald Trump has waived several sanctions and tariffs targeting Russia shortly before they were due to take effect, saying the move was in the United States’ national interest.
The measures were included in the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which Trump signed in September after bipartisan passage by Congress. The law authorized sanctions against Russian officials, banks and the “shadow fleet” of tankers used to evade existing restrictions. It also provided for tariffs of up to 100% on goods from major buyers of Russian oil and gas, including China and India.
Trump’s executive order said the waiver would remain in place until he or senior administration officials determined that further action was appropriate. Bipartisan lawmakers had urged him to implement the law fully and without delay.
The decision followed Trump’s announcement of an agreement to import Russian diesel, which he said would help reduce energy prices. He said Russia would initially supply more than 300,000 metric tons, with larger deliveries to follow. Ukraine and several U.S. and European officials have criticized the arrangement, arguing that renewed energy revenue could support Russia’s war effort.
Ukrainian President Volodymyr Zelenskyy said money would begin flowing back into Russia. Russian envoy Kirill Dmitriev welcomed the waiver as a “truly historic moment.” Democratic Representative Don Beyer accused Trump of defying congressional intent and abandoning Ukraine.
