U.S. President Donald Trump said Monday that he was open to meeting Chinese President Xi Jinping and Russian President Vladimir Putin in China next month, but said the talks would focus primarily on nuclear weapons rather than the war in Ukraine.
“We would have it to talk about nuclear weapons and denuclearization,” Trump told reporters outside the White House, adding that trade could also be discussed. No date or format has been agreed, and the proposed summit has not been confirmed.
The White House has discussed a possible meeting on the sidelines of the Nov. 18-19 Asia-Pacific Economic Cooperation summit in Shenzhen, according to a person familiar with the matter cited by Reuters. The Kremlin said Monday that a potential meeting had come up in talks.
The Wall Street Journal reported that Putin proposed using a three-way summit to negotiate an end to the Ukraine war on terms favorable to Moscow. The proposal was reportedly raised during an Oct. 9 telephone call between Putin and Trump. The three leaders have met separately but have never held formal talks together.
Trump said he would attend such a meeting “not so much for Ukraine,” and criticized Ukrainian President Volodymyr Zelenskyy’s role in negotiations. Ukrainian Foreign Minister Andrii Sybiha said a summit involving Russia, China and the United States would encourage Putin to prolong the war. Zelenskyy has also argued that Washington’s recent easing of sanctions on Russia could embolden Moscow and extend the conflict.
