Iran keeps seven-day Hormuz reopening proposal on table as talks stall

Iran’s offer to reopen the Strait of Hormuz remains on the table, Foreign Minister Abbas Araghchi said Sunday, though Tehran and Washington have not agreed on the conditions for restoring shipping through the waterway.

Speaking in Baghdad during a meeting of the Organisation of Islamic Cooperation, Araghchi said Iran was reviewing US comments on its proposal. Iran’s security chief said last week that negotiations had stalled because Washington had not addressed all seven of Tehran’s conditions.

The plan calls for an end to hostilities across regional fronts, the lifting of a US naval blockade on Iranian ports, waivers on sanctions affecting Iranian oil exports and the release of frozen Iranian assets. Araghchi said Iran could reopen the strait within six days of US acceptance and resume negotiations the following day. Tehran says the proposal builds on a June memorandum negotiated after an earlier ceasefire, but that arrangement unraveled in July amid accusations of violations by both sides.

A central dispute is the scope of renewed talks. Washington wants Iran’s nuclear program addressed from the outset, with Vice President JD Vance calling for a meaningful reduction in Iran’s uranium-enrichment capacity. Tehran says initial negotiations should focus on reopening the strait and restoring maritime security.

The continuing closure has disrupted shipping and raised concern over energy and food supplies. A UN official warned that failure to agree within weeks on a plan to move fertilizer through Hormuz could cause a food crisis in parts of Asia and Africa. Canada has also stepped up Gulf diplomacy in support of reopening the strait and ending attacks on shipping.
