France will deploy troops alongside reinforced police and mount a “massive” security operation ahead of further protests planned for Saturday, Prime Minister Sebastien Lecornu said Tuesday, after a weekend of rioting and looting across major cities.

More than half a million people were estimated to have joined nationwide demonstrations on October 17 over rising living costs and conditions in schools and public services. Violence broke out in Paris, Marseille, Lyon and other cities, where groups clashed with police, attacked public buildings and looted shops. At least 2,400 people were arrested, while the government said at least 3,000 businesses were damaged or looted. No deaths were reported.

Interior Minister Laurent Nunez acknowledged that authorities had “lost control” in some cities and offered his resignation, but President Emmanuel Macron refused it, citing the need for continuity in law-enforcement leadership. Macron ordered a review of failures in planning and intelligence gathering and called for new policing tactics.

Localized restrictions were imposed after unrest continued Sunday. Paris announced an overnight curfew in parts of the city center, while Lyon, Bordeaux, Nice and Marseille introduced curfews or limits on gatherings in selected areas. Lecornu said Monday night’s restrictions had helped restore calm.

The government has promised financial assistance and furlough support for affected businesses. France’s Chambers of Commerce and Industry estimated the damage at hundreds of millions of euros, while Marseille shop owners reported that more than 600 premises had been looted.
