Russian President Vladimir Putin met US special envoy Steve Witkoff in St Petersburg on Wednesday to discuss proposals for ending the war in Ukraine, as Moscow released retired American teacher Stephen Hubbard in a goodwill gesture.
The meeting was Witkoff’s ninth in-person encounter with Putin. It followed talks in Oslo on Tuesday with Ukrainian President Volodymyr Zelenskyy, Nordic leaders and European and NATO representatives that a US official described as constructive. Secretary of State Marco Rubio said Witkoff would present ideas from those discussions to the Russian side.
The diplomacy comes amid worsening relations between Washington and Kyiv. Trump recently announced a deal to import Russian diesel and exempted Russia from congressionally backed sanctions measures. He has also increased pressure on Ukraine to end the war and criticized Ukrainian attacks on Russian energy infrastructure.
Kyiv has complained about interruptions to intelligence sharing and its use of the Starshield military satellite network, although Zelenskyy said the Oslo meeting produced an agreement to resolve those issues. The Wall Street Journal reported that Elon Musk ordered a slowdown of the military-grade satellite service last week. Reuters said it could not independently verify that report; Musk said such decisions were made by the US military or president, while Trump denied responsibility.
Separately, Putin has proposed meeting Trump and Chinese President Xi Jinping during the APEC summit in Shenzhen in November, according to reporting cited by iNews. Ukraine would not be part of that proposed meeting.
