Qatar, Türkiye, Pakistan and Indonesia signed a memorandum of understanding in Doha on Wednesday to expand cooperation in defence manufacturing, joint production, technology transfers, training, and research and development.
The agreement, called the “Badr” memorandum, is intended to strengthen the four countries’ defence capabilities by linking their industries and integrating supply chains. The Qatari and Turkish defence ministries said the initiative would draw on each country’s production capacity and expertise while supporting domestic industrial development and the needs of allied countries.
The signatories included Turkish Defence Minister Yaşar Güler, Qatari Deputy Prime Minister and Minister of State for Defence Sheikh Saud bin Abdulrahman Al Thani, Pakistani Defence Minister Khawaja Muhammad Asif and Indonesian Deputy Defence Minister Yusuf Jauhari. Haluk Görgün, head of Türkiye’s defence industries agency, also attended the ceremony.
Asif said Pakistan wanted to explore greater self-reliance, industrial collaboration, joint production and technology transfer with trusted partners, subject to domestic and international law. He also cited plans for joint research, training exchanges and industrial capacity-building.
Görgün described technology sharing, joint development and stronger domestic production as central to sustainable defence cooperation. Analysts quoted by Al Jazeera said Türkiye could contribute technology and systems integration, Pakistan and Indonesia could offer manufacturing capacity and large domestic markets, and Qatar could provide investment.
