U.S. envoy Steve Witkoff met Russian President Vladimir Putin in St. Petersburg on Wednesday for talks focused on the war in Ukraine, a day after discussions with Ukrainian President Volodymyr Zelenskyy and European leaders in Oslo.
The Oslo meeting included Norwegian Prime Minister Jonas Gahr Støre, Finnish President Alexander Stubb and European and NATO representatives. Jared Kushner, President Donald Trump’s son-in-law and envoy, participated remotely. A U.S. official described the talks as constructive and said Ukraine presented new proposals on a possible peace framework, including security guarantees, postwar economic arrangements and European security.
Zelenskyy said Ukraine had again begun receiving early intelligence warnings from partners about Russian missile attacks. He had accused Washington of withholding warnings and delaying interceptor missiles, allegations U.S. Secretary of State Marco Rubio denied. Rubio said supplies were being balanced against U.S. needs and commitments to other partners.
Stubb said Witkoff would convey ideas discussed in Oslo to Russian leaders. Zelenskyy said Wednesday that he would return to Ukraine rather than wait in Oslo for Witkoff, while remaining in contact with Støre about the outcome.
As the St. Petersburg meeting began, Russian state media reported that Russia had released 74-year-old U.S. citizen Stephen Hubbard, who had been imprisoned on charges of fighting as a mercenary for Ukraine. Kremlin aide Yury Ushakov said no agreement was assured and that the Ukraine conflict was the main focus of the talks.
