Ukraine Resumes Strikes on Russian Refineries After Energy Pause Breaks Down

Ukraine resumed attacks on Russian oil refineries Thursday, striking a Rosneft facility in the Ryazan region southeast of Moscow after President Volodymyr Zelensky said Kyiv would no longer observe a pause in attacks on energy infrastructure.

Russia’s Defense Ministry and Ryazan Gov. Pavel Malkov confirmed the attack, according to Reuters, with Malkov saying the damage was being assessed. Ukraine had refrained from refinery strikes for three days following an energy ceasefire announced by U.S. President Donald Trump on Oct. 11, Zelensky told the Financial Times. A senior Ukrainian official said Kyiv had not been consulted before the announcement.

Zelensky said he lifted the restrictions after Russia continued attacking Ukrainian energy facilities. Ukraine said Russia launched 39 ballistic missiles and more than 120 drones and loitering munitions overnight on Oct. 13-14, targeting Kyiv, the surrounding region and Kharkiv. Zelensky said the attacks left 600,000 people without power.

Trump criticized Ukraine’s renewed refinery campaign in a Newsmax interview, calling it “a disgrace” and saying attacks on diesel production were raising global oil prices. Zelensky said Ukraine could consider another halt if it received additional U.S.-made Patriot interceptor missiles.

EU foreign policy chief Kaja Kallas backed Ukraine’s decision, arguing that oil revenue funds much of Russia’s war effort. Zelensky sought broader European support at an EU summit in Brussels as Ukraine faced shortages of air-defense interceptors and mounting financial pressures.
