The Commission for Air Quality Management (CAQM) imposed Stage I of the Graded Response Action Plan across Delhi-NCR on Wednesday, October 21, after Delhi’s air quality deteriorated from the “moderate” to the “poor” category.
Delhi’s Air Quality Index rose from 179 on October 20 to 244 at 2 p.m. on October 21, according to the CAQM. Forecasts from the India Meteorological Department and Indian Institute of Tropical Meteorology indicated that air quality was likely to remain “poor” in the coming days. Stage I applies when the AQI is between 201 and 300.
The restrictions include a ban on open waste burning and on using coal or firewood as fuel in roadside eateries and commercial kitchens. Diesel generators may be used only for emergency or essential purposes. Construction and demolition work is barred on plots larger than 500 square metres, while authorities have been directed to strengthen dust-control measures and enforce waste-management and emissions rules.
Agencies must also enforce pollution-control certificate requirements, act against visibly polluting and over-age vehicles, manage traffic at congestion points and divert non-destination trucks via peripheral expressways. Public transport is to be expanded through additional CNG and electric buses and increased metro frequency, with differential fares encouraged for off-peak travel.
Schools and offices remain unaffected under Stage I. The measures will continue alongside any additional restrictions if higher GRAP stages are activated.
