U.S. Secretary of State Marco Rubio arrived in Mumbai on Tuesday for a two-day visit focused on trade, energy and bilateral cooperation, his second official trip to India this year.

Rubio is scheduled to meet Indian External Affairs Minister S. Jaishankar at the Taj Mahal Palace hotel, with discussions expected to cover trade and investment, defence, energy, and critical and emerging technologies. The visit comes as Washington and New Delhi continue negotiations on a trade agreement. Speaking before arriving in India, Rubio said the two sides were “very close” to a deal, though a small number of issues remained unresolved.

Rubio also said India had made “substantial progress” in diversifying its energy supplies away from Russia, while acknowledging that such a shift could not happen immediately. India remains a major purchaser of Russian crude, an issue that has contributed to tensions with Washington.

On Wednesday, Rubio is due to travel to Jamnagar in Gujarat, where he will visit Reliance Industries’ refining complex and meet company chairman Mukesh Ambani. The complex is the world’s largest single-site refinery. He is also expected to visit the Ambani family’s Vantara animal facility.

The decision to hold talks in Mumbai rather than New Delhi drew criticism from India’s opposition after U.S. Ambassador Sergio Gor said Washington expected Jaishankar to attend. Rahul Gandhi accused Rubio of having “summoned” the minister, while Congress questioned why details of an Indian minister’s meeting were announced first by a U.S. official.
