British Prime Minister Andy Burnham has called for an “honest discussion” about restoring freedom of movement between the United Kingdom and the European Union as part of a broader reconsideration of post-Brexit relations.
In an interview with the Sunday Times, Burnham said the debate should be “factual” and “evidence-based.” He acknowledged that free movement had created “very significant challenges,” but argued that migration under the former system was often temporary and brought reciprocal benefits for British citizens.
Burnham has raised options including joining the EU single market, entering a customs union or eventually rejoining the bloc. He has previously supported Labour’s 2024 manifesto commitments against free movement, single-market membership and a customs union, and has said fundamental changes would require a mandate at a general election. He ruled out recommending that Britain adopt the euro or join the Schengen border-free travel area.
Housing Secretary Angela Rayner backed Burnham’s call, describing it as “pragmatism” and saying options should not be excluded from negotiations. Other Labour figures voiced support, while some MPs representing pro-Brexit constituencies remained wary.
Conservative and Reform UK politicians opposed reopening the issue. Reform leader Nigel Farage called Burnham’s position a betrayal of Brexit voters, while shadow home secretary Chris Philp said there could be “no return” to free movement.
Burnham is due to meet senior EU officials at a summit in Brussels on November 20, when he is expected to present options for the future UK-EU relationship.
