A tanker carrying 40,000 metric tons of Russian diesel is heading to New York under an agreement between U.S. President Donald Trump and Russian President Vladimir Putin, according to shipping data cited by Reuters and other outlets.
The Malta-flagged Agioi Fanendes loaded ultra-low-sulphur diesel at Russia’s Baltic port of Primorsk on Oct. 22 and is expected to arrive in the United States on Nov. 7. Marine intelligence firm Kpler said it would be the first Russian diesel delivery to the U.S. since July 2023.
Russia lifted a self-imposed diesel export ban on Oct. 9 after reaching the agreement. Deputy Prime Minister Alexander Novak said further shipments would follow. Trump has said Russia would release 300,000 metric tons to U.S. and global markets initially, followed by 500,000 tons in November and 1 million tons afterward.
The shipment follows Trump’s decision to delay for 60 days new measures targeting major purchasers of Russian energy. The sanctions package, passed by Congress and signed by Trump last month, allows tariffs against countries buying Russian oil and gas. Treasury Secretary Scott Bessent disputed that the delay amounted to sanctions relief, saying existing sanctions were not lifted and that only the diesel embargo had been waived.
The agreement and waiver drew criticism from Ukrainian officials and bipartisan members of Congress, who argued that diesel purchases would provide revenue for Russia’s war in Ukraine. The Trump administration has presented the imports as part of its effort to reduce elevated U.S. fuel prices.
