Turkey has submitted a trilateral defence agreement with Saudi Arabia and Pakistan to parliament for ratification, advancing the final domestic approval process among the three signatories.
The Makkah Joint Defence Agreement, signed on August 7, contains 16 articles and establishes a framework for collective assistance if a member faces an armed attack. Under the text reported by Reuters and published through the Turkish parliament, the parties pledge to use “all necessary means” against threats to one another’s territorial integrity. Each country would determine the scope and nature of its support after assessing the assistance required and its available resources.
The pact also provides for defence-industry cooperation, intelligence sharing, logistical support, joint training, military readiness and efforts against terrorism. A committee comprising the three countries’ foreign and defence ministers would oversee cooperation. Other countries could join with unanimous approval, and the agreement is set to run for 10 years before members may withdraw.
Pakistan’s Foreign Office said Pakistan and Saudi Arabia had completed their ratification procedures, while Turkey was following its domestic legal process. Spokesperson Sajjad Haider Khan said the agreement had no undisclosed provisions and described it as defensive and consistent with the United Nations Charter.
Separately, senior officials from the three pact members met Iranian leaders in Tehran on Monday for talks focused on regional peace and security. A joint statement said Iran, Saudi Arabia, Pakistan and Turkey agreed to continue dialogue and strengthen cooperation.
