Ukraine and Russia began a localized ceasefire early Tuesday to permit humanitarian aid and civilian evacuations in and around Oleshky, a Russian-occupied city in southern Ukraine’s Kherson region.
The truce took effect at 3 a.m. local time. Ukrainian human rights commissioner Dmytro Lubinets said both sides were honoring the agreement as of Tuesday evening, while Russia’s Defense Ministry said its forces had stopped firing in the Kherson sector. Independent confirmation of reduced fighting was not immediately available.
U.S. First Lady Melania Trump, who helped broker the agreement through talks with Ukrainian and Russian civilian negotiators, said the ceasefire had been expanded within the region. A spokesperson for Lubinets told reporters it covered all of Kherson region, though Trump did not specify its boundaries. Ukrainian officials said the truce would remain in effect until 10:59 p.m. Kyiv time on Nov. 1.
The operation is intended to deliver food, drinking water and medicine, assess residents’ needs and arrange transportation for those wishing to evacuate to Ukrainian- or Russian-controlled territory. Neither side has identified who will monitor the ceasefire.
Ukrainian and U.S. estimates indicate about 2,000 people, including as many as 50 children, remain in Oleshky, down from roughly 24,000 before Russia’s 2022 invasion. Residents have faced severe shortages, mines and drone attacks. Russian strikes continued elsewhere in Ukraine after the localized truce began, including attacks on Kyiv.
