President Donald Trump announced an $8 billion federal program offering one-time payments to farmers to help offset elevated diesel and other production costs during the 2026 harvest season.

Trump unveiled the Harvest Fuel Relief program at a rally in Kansas on Monday. The Agriculture Department said the Farm Service Agency will administer the payments using money from the Commodity Credit Corporation.

Payments will cover a portion of farmers’ estimated losses for the 2026 crop year. The USDA will calculate support using a standard formula that incorporates acreage reported to the Farm Service Agency, estimated production costs, crop yields and prices from the agency’s World Agricultural Supply and Demand Estimates.

Payment rates for major commodity crops are expected to be announced in November, with information about other eligible products to follow. The USDA said crop insurance is not required to qualify. Farmers can prepare to apply by creating a Login.gov account and linking it to the USDA.

Diesel prices reached a record national average of $6.53 per gallon on Sept. 22 and later eased to $6.32, compared with $3.62 a year earlier, according to AAA figures cited by CBS News. The USDA forecasts that farm fuel and oil expenses will rise nearly 30% this year, while overall production costs increase 4.5% and net farm income declines 2.6%.

Agriculture Secretary Brooke Rollins said the funding would help provide farmers with greater certainty during the harvest.
