Türkiye, Qatar, Pakistan and Indonesia signed a memorandum of understanding in Doha on Wednesday to expand cooperation in defence manufacturing, technology and training.

The agreement, called the Badr Memorandum of Understanding, establishes a framework for joint production of military equipment, technology transfers, research and development, and more closely integrated defence supply chains. The Turkish Defence Ministry said it was intended to strengthen the four countries’ defence industries and capabilities by combining their respective production strengths.

The signatories included Turkish Defence Minister Yaşar Güler, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman Al Thani, Pakistani Defence Minister Khawaja Muhammad Asif and Indonesian Deputy Defence Minister Yusuf Jauhari. Haluk Görgün, head of Türkiye’s Defence Industries Agency, also signed the accord.

Görgün said the agreement provided a foundation for joint production and technology development, with an emphasis on building domestic industrial capacity rather than relying solely on finished equipment purchases.

Indonesia’s Foreign Ministry said the pact would help strengthen its national defence production through research, technology transfer, industrial collaboration and workforce development. Asif said Pakistan expected the partnership to support self-reliance, joint production, training exchanges and industrial capability-building in accordance with domestic and international law.

The participating governments also said the framework could create investment opportunities and support collaboration in technical military training and joint exercises.
