A localized ceasefire between Ukraine and Russia in and around the Russian-occupied city of Oleshky held through its first 30 hours, Ukrainian human rights commissioner Dmytro Lubinets said on October 28.
The truce began at 3 a.m. Kyiv time on October 27 to permit humanitarian aid deliveries and preparations for the evacuation of civilians. Lubinets said continued communication between Ukrainian and Russian officials had helped maintain the agreement without reported incidents. Russia’s Defense Ministry also said its forces had stopped firing in the Kherson sector for the humanitarian operation.
U.S. First Lady Melania Trump helped mediate and coordinate the arrangement with Lubinets and Russian human rights official Yana Lantratova. The ceasefire is expected to remain in effect until late November 1, according to Ukrainian parliamentary leader Davyd Arakhamia and Lubinets.
Trump said the ceasefire had been expanded within the Kherson region. A spokesperson for Lubinets told the Kyiv Independent that it covered the entire region, although Trump did not specify its boundaries.
About 2,000 people, including nearly 50 children, are believed to remain in Oleshky. Residents have faced severe shortages of food, medicine, water and electricity, while mined roads and fighting have impeded evacuation. Deutsche Welle reported that mine-clearing began on October 27 and that organizers were registering residents seeking to leave, but evacuation routes and other operational details were being withheld for security reasons. Fighting continued elsewhere in Ukraine, including Russian strikes on Kyiv.
