Turkey has submitted a joint defence agreement with Saudi Arabia and Pakistan to parliament for ratification, advancing a pact that commits the three countries to assist one another in the event of an armed attack.
The Mecca Joint Defence Agreement, signed on August 7, contains 16 articles and would remain in force for 10 years. A draft seen by Reuters says members would use “all necessary means” against threats to one another’s territorial integrity, while each country would determine the scope and nature of its support after assessing what assistance was required. The agreement also covers defence-industry cooperation, intelligence sharing, logistics, joint training, counterterrorism and advanced-technology research. It provides for a ministerial defence committee and allows additional countries to join with unanimous approval.
Pakistan’s Foreign Office said Pakistan and Saudi Arabia had completed their ratification procedures, while Turkey was following its domestic process. Spokesperson Sajjad Haider Khan described the agreement as defensive and said it was not directed at any country.
Separately, senior officials from the three pact members met Iranian leaders in Tehran on Monday for talks focused on regional peace and security. The delegations included Saudi Defence Minister Prince Khalid bin Salman, Pakistani army chief Field Marshal Asim Munir and Turkish intelligence chief Ibrahim Kalin. Iranian President Masoud Pezeshkian, Foreign Minister Abbas Araghchi and security council secretary Mohsen Rezaei attended. A joint statement said the four countries agreed to continue dialogue and strengthen cooperation, amid Houthi attacks on Saudi Arabia and renewed concern over conflict involving Iran and the United States.
