British prosecutors have charged two 24-year-old London men under the National Security Act following a security incident at RAF Fairford, an air base in western England used by U.S. forces.

Mohmed Abdulkarim is accused of conduct likely to materially assist a foreign intelligence service in activities related to the United Kingdom between Aug. 31 and Sept. 28. Counter Terrorism Policing said it believes the country involved was Iran. Nouman Essghir is charged with entering or approaching a prohibited place for a purpose prejudicial to the interests of the U.K.

Police were called to the area around RAF Fairford on Sept. 27 after suspicious activity involving several vans was reported. Essghir was arrested near the base, initially released on bail and later rearrested. Abdulkarim was arrested during the subsequent investigation. Six other men have been arrested and released on bail while inquiries continue.

The base had been used by U.S. bombers during strikes on Iran. The aircraft were subsequently withdrawn after what U.S. President Donald Trump described as a threat linked to Iran.

British Prime Minister Andy Burnham has said the incident was highly likely to have been coordinated in Iran and almost certainly directed by the Islamic Revolutionary Guard Corps. Iran has denied involvement. Both defendants were due to appear in a London court on Tuesday.
