Rachel downgraded after flooding Southern California coast

Tropical Storm Rachel was downgraded to a post-tropical storm Sunday after heavy surf, rain and wind caused flooding and damage across Southern California, according to the National Weather Service.

Newport Beach declared a local emergency after seawater inundated streets on the Balboa Peninsula Friday morning, stranding dozens of vehicles and damaging homes and businesses. Water later receded and roads reopened, but city crews and contractors worked to reinforce beach sand berms, operate pumps and open tide valves ahead of additional high tides. Newport Pier, Balboa Pier and the Wedge remained closed Sunday, and officials urged people to stay out of the ocean.

Oceanfront properties in Newport Beach and Long Beach were partially submerged after surf breached protective berms. Coastal flood warnings remained in effect in the Los Angeles area, where tides could reach 8 feet Sunday and stay above 7 feet through Wednesday. Forecasters also expected widespread rain through Monday evening, with totals of up to one inch across Los Angeles and three inches in the San Gabriel Mountains.

As Rachel’s remnants moved inland and northeast, forecasters warned of continued flash and urban flooding across Southern California and the Great Basin. Rockslides temporarily blocked some roads, and Las Vegas recorded its wettest rainfall total for that date. A flood watch was also issued for much of Utah, including Salt Lake City.

Separate hazardous coastal conditions were forecast in the Bay Area, where National Weather Service meteorologist Karleisa Rogacheski attributed waves of up to 16 feet to strong northerly winds rather than Rachel’s remnants.
