Russian missile and drone attacks struck 28 substations and other critical energy facilities across Ukraine overnight into Oct. 19, leaving at least 550,000 households without electricity, President Volodymyr Zelensky said. At least one person was killed, while an energy worker was injured in Vinnytsia Oblast.
Ukraine’s Energy Ministry said infrastructure in 11 regions was targeted, with additional outages reported in four others. Repair crews were working to restore service, though air raid alerts and the threat of further strikes slowed operations.
Ukraine’s Air Force recorded 16 ballistic missiles, other missiles and 269 Shahed drones in the assault, according to Deutsche Welle. It said air defenses downed or suppressed 243 drones and four missiles. Ukrainian authorities also reported damage to a medical facility and a Kyiv metro station.
Russia’s Defense Ministry confirmed carrying out what it called massive strikes, saying it targeted military logistics, missile and drone facilities, a data center and a cargo vessel carrying military and dual-use goods. Ukraine did not confirm those targets.
Zelensky said Ukraine again received no advance warning from international partners. U.S. Secretary of State Marco Rubio denied that Washington had paused intelligence sharing.
The attack followed another large Russian assault on energy infrastructure two days earlier. Zelensky had previously said Ukraine would halt strikes on Russian oil refineries if Moscow stopped attacking Ukrainian energy facilities, provided any de-escalation was reciprocal and backed by guarantees.
