President Volodymyr Zelenskyy said Ukraine received no advance warning from its partners before the first wave of a Russian ballistic missile attack on Kyiv overnight on October 18-19.
Ukrainian Air Force spokesperson Yurii Ihnat said authorities were not alerted ahead of the initial barrage at about 11 p.m., when explosions coincided with air-raid sirens. He said Ukraine did receive information before a second wave at about 3 a.m. Zelenskyy said Russia launched 16 ballistic missiles, primarily targeting Kyiv and the surrounding region. The Kyiv Independent reported that at least one person was killed and eight others were injured.
Zelenskyy said similar warning failures had occurred during other recent attacks and criticized Ukraine’s partners over delayed air-defense supplies and sanctions relief for Russia. Ukraine has complained that deliveries of U.S.-made PAC-3 interceptor missiles have slowed.
U.S. Secretary of State Marco Rubio said he could neither confirm nor deny Ukraine’s account because he lacked information about the latest attack. He said a software problem had affected Ukraine’s early-warning system several nights earlier and that U.S. European Command had examined that incident. Ukrainian officials have previously said they were told bad weather had interfered with detection in another case.
The United States has historically shared intelligence that can give Ukraine several minutes of warning before Russian ballistic missile strikes.
