Ukraine says allied warning gaps left Kyiv exposed during Russian missile assault

Ukraine received no advance warning from Western partners before the first of two Russian ballistic-missile waves targeting Kyiv overnight on October 19, Ukrainian officials said, while intelligence arrived shortly before the second wave. The White House denied that US intelligence sharing had changed.

Ukrainian Air Force spokesperson Yurii Ihnat said the attacks occurred at about 11 p.m. and 3 a.m. President Volodymyr Zelenskyy said Russia launched 16 ballistic missiles and more than 200 drones, striking energy infrastructure in 11 regions and damaging more than 10 energy facilities. He said at least 550,000 households lost electricity, while a clinic, school, metro station and residential buildings were also damaged.

Presidential adviser Serhii Beskrestnov told the BBC that inconsistent warnings had left too little time for civilians to take shelter and had contributed to deaths. He said other US intelligence continued to flow and that the problem concerned air-raid warning information. The Financial Times also reported that Ukraine received only partial intelligence about the launches.

The warning dispute comes as Ukraine faces shortages of Patriot interceptor missiles. A person familiar with the situation told CNN that Ukraine had exhausted its supply, leaving it more vulnerable to ballistic attacks; CNN reported that most ballistic missiles in an earlier strike were not intercepted because interceptors were unavailable.

Separately, Ukrainian outlets reported that Ukraine destroyed four Russian Su-34 aircraft armed with aerial bombs at an airfield in Russia’s Voronezh region and struck two more. UNITED24 said satellite imagery showed damage following a Neptune missile strike.
