A tanker carrying 40,000 metric tonnes of Russian diesel is heading to New York under an agreement between US President Donald Trump and Russian President Vladimir Putin, shipping data showed Friday.
The Malta-flagged Agioi Fanendes loaded about 300,000 barrels of ultra-low-sulphur diesel at Russia’s Baltic port of Primorsk on October 22 and is expected to arrive on November 7, according to LSEG data cited by The National. Kremlin spokesman Dmitry Peskov confirmed that the first tanker had departed and said regular shipments would continue. Marine intelligence firm Kpler said it would be the first Russian diesel delivery to the United States since July 2023.
Russia lifted a self-imposed diesel export ban on October 9 after reaching the agreement. Moscow had imposed the restriction amid domestic shortages following Ukrainian drone attacks on Russian refineries. Trump has said Russia would initially release 300,000 tonnes of diesel, followed by 500,000 tonnes in November and one million tonnes afterward.
The shipment follows Trump’s decision to delay new sanctions targeting Russia’s energy revenue. Treasury Secretary Scott Bessent said no existing sanctions were lifted and described the move as a 60-day review, while acknowledging that the diesel embargo had been removed. The administration says the imports are intended to help lower fuel prices. The decisions have drawn criticism from Democratic and Republican lawmakers, as well as Ukrainian President Volodymyr Zelenskyy, who has urged countries to deny Moscow revenue for its war in Ukraine.
