Russian missile and drone attacks across Ukraine killed at least nine people on Tuesday, Oct. 20, as President Volodymyr Zelenskyy met U.S. and European officials in Oslo to seek additional military support and discuss efforts to end the war.
Zelenskyy met U.S. envoy Steve Witkoff, while Jared Kushner joined remotely. Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb also took part. Zelenskyy said the talks would address stronger Ukrainian air defenses and joint weapons production, and emphasized that Ukraine must be included in decisions about its future.
After the meetings, Zelenskyy welcomed the resumption of U.S. intelligence sharing that provides advance warning of Russian ballistic missile attacks. Washington has denied making changes to intelligence cooperation, although Zelenskyy had said Ukraine received no warning or delayed warnings before recent strikes.
The latest assault followed heavy attacks on Ukraine’s energy network. Zelenskyy said a Monday barrage involving 16 ballistic missiles and more than 200 drones struck 28 substations and other critical facilities, leaving about 550,000 households without electricity. Ukrainian officials said energy infrastructure in 11 regions was targeted.
Zelenskyy has also said Ukraine is running critically short of U.S.-made Patriot interceptors and that deliveries purchased by European countries have been delayed. He said he discussed air-defense missiles and restrictions affecting the Starshield military satellite network with U.S. Secretary of State Marco Rubio before the Oslo meetings.
