A federal immigration officer has been indicted in Texas on a felony charge after allegedly striking a fleeing man with an SUV during a pursuit in Houston.
Harris County District Attorney Sean Teare said a grand jury charged U.S. Immigration and Customs Enforcement Officer Mario Alberto Morales with aggravated assault with a deadly weapon. If convicted, Morales could face two to 20 years in prison.
The incident occurred Oct. 10 after Morales pursued a vehicle driven by Miguel Parra-Hernandez, a 48-year-old Mexican national. Parra-Hernandez and another person left the vehicle and fled on foot. Teare alleged that Morales then steered a Jeep Grand Cherokee into Parra-Hernandez and ran over both of his legs, breaking one of them.
Video presented at a news conference showed Parra-Hernandez on the ground after the collision. In body-camera footage, Morales said he had hit the man with his vehicle. During a recorded call requesting an ambulance, however, Morales told a dispatcher that Parra-Hernandez had run into the vehicle as Morales tried to drive around him.
ICE rejected allegations that Morales acted intentionally, calling the indictment “a political stunt” and arguing that local officials lack authority to investigate federal officers performing their duties. Teare said prosecutors had contacted Morales’ attorney and expected the officer to be taken into custody soon.
Parra-Hernandez remained in ICE custody while receiving rehabilitation treatment for his injuries, according to the district attorney.
