US President Donald Trump said Sunday that Russia and Ukraine had agreed to an immediate “energy ceasefire,” but neither government initially confirmed such an agreement and Ukraine reported Russian attacks on energy infrastructure hours later.
“Both parties have agreed. Do not break it!” Trump wrote on Truth Social without providing terms. Ukrainian President Volodymyr Zelenskyy told Axios that the announcement was “news to me” and later said he had learned of it through the media. Moscow did not immediately comment on Trump’s claim.
Zelenskyy said Ukraine was prepared in principle to stop attacks on Russian energy sites if Russia also halted strikes against Ukrainian power and critical infrastructure. He said Kyiv was awaiting details from Washington and would respond if Russia did not observe a reciprocal ceasefire.
On Monday, Ukrainian officials said Russian forces had attacked energy facilities in Kharkiv, injuring at least 12 people. Zelenskyy described the strikes as violations of the ceasefire Trump had announced. EU foreign policy chief Kaja Kallas said the bloc would welcome an energy ceasefire if it held, but had not seen evidence that Russia would comply.
Trump’s announcement followed US pressure on Kyiv to stop striking Russian oil refineries. The Financial Times reported that US officials had threatened to suspend arms supplies and intelligence sharing with Ukraine. Trump has blamed Ukrainian refinery attacks for contributing to higher diesel prices ahead of US midterm elections.
