US President Donald Trump declared Sunday that Russia and Ukraine had agreed to stop attacks on energy infrastructure “effective immediately,” but neither government confirmed a completed agreement and Russian strikes on Ukrainian energy sites continued.
Ukrainian President Volodymyr Zelenskyy said Kyiv had learned of the announcement through media reports. He said Ukraine was prepared to halt attacks on Russian refineries if Moscow also stopped targeting Ukraine’s power grid, and that Kyiv was awaiting details from Washington.
The Kremlin did not confirm the ceasefire. Spokesman Dmitry Peskov said contacts were continuing and Russia would comment when it had more to say. Zelenskyy reported strikes on power facilities in Kyiv and Kharkiv shortly after Trump’s declaration, followed by attacks on six Ukrainian energy facilities Monday. French President Emmanuel Macron said the facts showed Russia had continued bombing Ukrainian energy infrastructure and that he had seen no truce on the Russian side.
Asked Monday why neither side had firmly committed, Trump said: “They agreed because I said they agreed,” adding that it remained to be seen whether Russian President Vladimir Putin would comply. Trump also alleged violations by both sides without presenting evidence.
Energy markets initially declined after the announcement but reversed course as doubts grew. Brent and US crude prices rose Monday, while analysts said even a sustained pause would provide limited relief because Russian refining capacity and fuel exports have already been substantially disrupted.
