Russian President Vladimir Putin has proposed meeting U.S. President Donald Trump and Chinese President Xi Jinping to discuss ending the war in Ukraine, according to reports citing The Wall Street Journal.
Putin raised the idea during an Oct. 9 phone call with Trump, CNBC reported, citing the Journal’s account of a former Russian intelligence officer briefed on the matter. The Kremlin proposed holding the meeting alongside the Asia-Pacific Economic Cooperation summit in Shenzhen, China, on Nov. 18-19, according to sources cited by the Journal.
The summit has not been confirmed and would not include Ukrainian President Volodymyr Zelenskyy. Kremlin spokesperson Dmitry Peskov told the Journal that discussions were underway but there was “no clear understanding yet” about the meeting or its agenda.
U.S. Secretary of State Marco Rubio acknowledged that there had been talks about a meeting but said he did not know whether it had been finalized. He said Trump wanted the war to end, while separately calling for Ukraine and Russia to focus on ending the conflict.
Ukraine rejected the proposed format. Foreign Minister Andrii Sybiha said a meeting among the Ukrainian, U.S. and Russian leaders could help end the war, but argued that a summit involving Russia, China and the United States without Ukraine would encourage Putin to continue fighting. Zelenskyy has previously said he is prepared to meet Trump and Putin on neutral ground.
