Russia and Ukraine resume energy strikes after proposed ceasefire falters

Russia and Ukraine resumed attacks on each other’s energy infrastructure after a ceasefire announced by U.S. President Donald Trump failed to take hold.

Trump said Sunday that both countries had agreed to an immediate halt to energy strikes. Ukraine initially said it was unaware of an agreement, but President Volodymyr Zelensky later backed a mutual pause. Moscow did not confirm that it had agreed, saying only that talks on a possible ceasefire were continuing.

Zelensky said Ukraine refrained from attacking Russian energy targets for three days, while Russian forces continued striking Ukrainian facilities. He said at least six energy sites were hit Monday. Ukrainian officials later reported a ballistic-missile attack on Kyiv’s energy infrastructure, including the CHP-4 power plant, during the night of Oct. 13-14. Emergency power cuts were imposed in several Kyiv districts, and local officials reported one person killed and another hospitalized.

Ukraine subsequently lifted its pause on attacks against Russian refineries. “The block is out. We’re done,” Zelensky told the Financial Times. Russian authorities then accused Ukraine of targeting an oil refinery in the Ryazan region with drones and cruise missiles; they said debris from an intercepted drone caused a fire.

Russia also launched extensive drone attacks on Ukraine’s Kirovohrad region. Regional governor Andriy Raikovych said the strikes hit critical infrastructure, transport and logistics facilities, and homes, killing three people and injuring six.
