Nigeria’s 2027 general elections will be decided by voters rather than algorithms, Independent National Electoral Commission Chairman Joash Amupitan said at the Artificial Intelligence and Democracy Forum 2026 in Abuja.
Amupitan said artificial intelligence must remain subordinate to human judgment and democratic institutions, although it is expected to shape the information voters receive, election logistics and attempts to disrupt the process. He said AI could help with route planning, election-result audits, biometric database management, multilingual voter engagement and cybersecurity.
The forum, co-convened by INEC and Yiaga Africa, brought together election officials, political parties, civil society groups, media executives, security agencies, technology companies and international development partners.
Amupitan said INEC expects to conduct presidential, National Assembly, governorship and state House of Assembly elections for more than 103 million registered voters across 176,846 polling units in Nigeria’s 774 local government areas.
According to Amupitan, the commission has completed 10 of 14 major operational milestones under the Electoral Act 2026. Preparations include procuring additional Bimodal Voter Accreditation System devices, introducing online voter registration and digitising candidate nominations through the INEC Candidates Nomination Portal. He said INEC had processed more than 15,000 nominations from 22 political parties.
