Brazilian President Luiz Inácio Lula da Silva won a fourth, non-consecutive term on Sunday, overturning a first-round defeat to Senator Flávio Bolsonaro in a closely fought runoff.

Lula received about 51.8% of the vote to Bolsonaro’s 48.2%, becoming the first presidential candidate in Brazil’s electoral history to reverse a first-round result. He is due to begin the new term on Jan. 5, shortly after turning 81, and has said this was his final election.

Reports differed on Bolsonaro’s response. Salon reported that he conceded, while the Guardian and BBC said he refused to recognize the result. The BBC reported that Brazil’s Supreme Electoral Court found no evidence of irregularities and that Bolsonaro’s party accepted the outcome.

Lula will face a right-leaning Congress and difficult economic conditions. Brazilian markets fell sharply after the result: CNBC reported that the benchmark stock index dropped 13.9% on Monday, the real declined nearly 8% against the U.S. dollar, and the yield on 10-year government debt rose 2.46 percentage points. The Treasury also canceled two planned bond auctions amid concerns about demand and rising yields.

During the campaign, Lula promised measures including increases in the minimum wage, expanded housing and education support, food-tax cuts and a shorter working week. His government must weigh those pledges against growing public debt, high inflation and interest rates, and slowing growth.
