European Union leaders pledged continued support for Ukraine at a Brussels summit on Friday as President Volodymyr Zelensky called for more defense funding and tighter sanctions on Russia.
European Council President Antonio Costa said it was time to increase support for Kyiv and pressure on Moscow rather than ease sanctions. European Commission President Ursula von der Leyen said the bloc was preparing a 22nd sanctions package and would not lift sanctions unless Russia ended the war.
Zelensky told leaders that Ukraine needed at least an additional €70 billion next year for defense, weapons and resilience. He said preparations for winter required support for the energy system, air defenses and financing as Russian attacks continued. EU leaders were also discussing Ukraine’s 2027 budget needs, energy grid and membership bid.
The summit followed mounting tension between Kyiv and Washington after U.S. President Donald Trump eased restrictions on Russian energy exports through a diesel agreement. Zelensky warned that easing sanctions could provide Moscow with additional revenue and lead to wider sanctions relief. He said Ukraine wanted the war to end quickly but saw no indication that Russia was prepared to do so.
Earlier in the week, Zelensky proposed new talks with U.S. envoys Steve Witkoff and Jared Kushner and said Kyiv would support Trump’s proposed energy truce if Russia observed it.
